Notes:

(1) Prescribed charges shall be paid on the making of an application unless the authorised officer shall, in writing, permit payment to be deferred until the approval of the application, in which case the owner shall pay such fees as soon as he is called upon to do so by the authorised officer.

(2) In the event of any application being refused or in any other case where the authorised officer deems it appropriate the authorised officer may, at his discretion, order the refund of the whole or portion of any sums paid.

(3) In the event of an application resulting in a full cost charge the estimated cost shall be payable by the applicant before the application is approved. Where the actual cost is greater or less than the estimated cost, any excess shall be recoverable from him and the balance shall be refunded to him.

 

ANNEXURE A

PERCENTAGE OF METERED WATER CONSUMPTION TO DETERMINE THE VOLUME OF SEWAGE

(1) The percentage applied to the metered water consumption in order to determine the volume of sewage discharged by a consumer shall be determined by the nature of use of the premises.

(2) The nature of use shall be :

(a) designated by the Use Code applied tot he premises in the publications of "Rateable Values and Classifications" for the City of Durban, or, where the premises are not within the City of Durban.

(b) determined by the authorised officer in respect of premises which are not developed the Use Code allocated to the premises shall be that which reflects the intended nature of use of the premises when developed.

(3) Each Use Code shall be allocated to a Sewer Consumer Group and for each Sewer Consumer Group there shall be allocated a percentage figure representing the proportion of the metered water consumption which is likely to be discharged as sewage as set out in the table below.

(4) Provided that where the authorised officer is of the opinion that the percentage so applicable in respect of specific premises is excessive having regard to the purposes for which water is consumed on those premises, he may reduce the percentage applicable to those premises for the purposes of section 6.2(2) of the Bylaws to a figure which in his opinion and in the light of information available to him ore realistically reflects the proportion between the likely volume of sewage discharged from the premises and the quantity of water supplied thereto:

3.5(2) The charges for any sewage delivered for disposal to any Council facilities shall be assessed by the authorised officer in accordance with the prescribed tariff of charges

(a) Disposal of trade effluent from within the Council's area of jurisdiction delivered by private road tanker to Council facilities per tanker load.

3. Acceptance of trade effluent for discharge into sea outfall Bylaw 4.1  
  Section

5.1 The authorised officer may at his discretion, and, subject to the conditions hereinafter set out and such other conditions as he may specify, grant permission for the acceptance of such trade effluent as complies with the standards prescribed in section 4.16 for discharge into any of the Council's sea outfalls and the charges for any trade effluent delivered for discharge into a sea outfall shall be assessed by the authorised officer in accordance with the prescribed tariff of charges.

ANNEXURE A

PERCENTAGE OF MEASURED WATER CONSUMPTION TO DETERMINE THE VOLUME OF SEWAGE

(1) The percentage applied to the measured water consumption in order to determine the volume of sewage discharged by a consumer shall be determined by the nature of use of the premises.

(2) For premises within the City of Durban the nature of use shall be either:

(a) designated by the use code applied to the premises in the publications of "Rateable Values and Classifications" for the City of Durban; or

(b) determined by the authorised officer where, in the opinion of the authorised officer, the premises are utilised for informal development not recognised in the publications of "Rateable Values and Classifications" for the City of Durban.

(3) For premises without the City of Durban, the nature of use shall be either:

(a) designated by the use code applied in the premises as published in a manner approved by the authorised officer; or

(b) determined by the authorised officer where no such approved publication is available. In respect of premises which are not developed and which are in receipt of water supplied from the Council's water supply system the code allocated to the premises shall be that which reflects the intended nature of use of the premises when developed.

(4) Each nature of use shall be allocated to a sewer consumer group and for each sewer consumer group there shall be allocated a percentage figure representing the proportion of the measured water consumption which is likely to be discharged as sewage as set out in the table below.

(5) Provided that where the authorised officer is of the opinion that the percentage so applicable in respect of specific premises is excessive having regard to the purposes for which water is consumed on those premises, he may reduce the percentage applicable to those premises for the purposes of section 6.2(2) of the bylaws to a figure which in his opinion and in the light of information available to him more realistically reflects the proportion between the likely volume of sewage discharged from the premises and the quantity of water supplied thereto:
